2023 Public Notices

Rural Task Force #3 Meeting
A public meeting will be held on Monday, December 11 at 9:30 a.m. for the purpose of allowing local officials and interested citizens to provide input into the allocation of state and federal aid funds for eligible rural routes and transit systems in Barry, Branch, Calhoun, Kalamazoo and St. Joseph counties for fiscal years 2023 - 2026. The meeting will be held at the Road Commission of Kalamazoo County, 3801 E. Kilgore Road.

Elections Public Notice
The CALHOUN COUNTY ELECTION COMMISSION will meet Friday, September 8, 2023, at the Calhoun County Clerk & Register of Deeds Office, 315 W. Green St., Marshall, MI  49068, Room 2-100a (Elections Office)

The purpose of this meeting is to review the November 7, 2023, Special Election ballot contents, consolidate precincts, review ballot quantity recommendations, bids for ballot printing, and award the bid for printing of the November Special Election Ballots.

Additionally, at this meeting the CALHOUN COUNTY ELECTIONS COMMISSION will be discussing and voting on the CALHOUN COUNTY EARLY VOTING CENTER partnership with 19 Calhoun County Municipalities, the terms of the agreements required to partner with the County during the 9 days of early voting, vote on a grant application with the State of Michigan Bureau of Elections for funding to conduct elections for the Early Voting Center, vote on the expanded roles for the Calhoun County Election Commission, any other business deemed necessary and scheduling future CALHOUN COUNTY ELECTION COMMISSION MEETINGS.

The meeting will convene at 10:30am, is open to the public, and an opportunity for public comments will be provided.

AUTHORIZATION TO DISCHARGE UNDER THE NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM

In compliance with the provisions of the federal Clean Water Act (federal Water Pollution Control Act, 33 U.S.C., Section 1251 et seq., as amended); Part 31, Water Resources Protection, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended (NREPA); Part 41, Sewerage Systems, of the NREPA; and Michigan Executive Order 2019-06,

Calhoun County Drain Commissioner 315 West Green Street Marshall, MI 49068

is authorized to discharge from the Municipal Separate Storm Sewer System (MS4) designated as Calhoun CDC MS4 to surface waters of the state of Michigan in accordance with effluent limitations, monitoring requirements, and other conditions set forth in this permit.

PUBLIC NOTICE CALHOUN CDC MS4
The Department of Environment, Great Lakes, and Energy (EGLE), Water Resources Division (WRD), proposes to reissue a permit to Calhoun County Drain Commissioner for the Calhoun County Water Resources Commissioner Municipal Separate Storm Sewer System located in Calhoun County, Michigan. The applicant discharges storm water to surface waters of the state of Michigan.

The draft permit includes the following modifications to the previously issued permit: This individual permit supersedes Certificate of Coverage No. MIG610341.

NOTICE OF PUBLIC SALE OF CALHOUN COUNTY PROPERTY
PARCELS 15-321-003-00 and 15-331-003-00

PUBLIC NOTICE IS HEREBY GIVEN that Calhoun County seeks bids for that portion of two vacant parcels of land south of Division Drive in Marengo Township; being parcels 15-321-003-00 and 15-331-003-00.  The bids will be due on or before Friday, April 14, 2023, at 3:00 p.m., at the Calhoun County Administration Building, Third Floor Administration Department, Room 3-600, 315 West Green Street, Marshall, Michigan 49068.   

The purchaser is responsible for the net costs of the sale, including a survey, title work, title insurance, and any environmental due diligence that might be required. Preference may be given if the bidder agrees to the application of a conservation easement, given the proximity to the Kalamazoo River/Wilder Creek watershed. The County will consider bids for a portion of parcel 15-321-003-00.

A map of the area in question and Board Resolution is available in the County Administration Office and below for information purposes. The County reserves the right to accept or reject any bid, to negotiate with any party submitting a bid, and to act in the best interests of the County. ORV Ordinance Public Notice

PUBLIC NOTICE IS HEREBY GIVEN that the Calhoun County Board of Commissioners will hold a public hearing on the proposed text of the Calhoun County Off-Road Vehicle (ORV) Ordinance as required by MCL 324.81131(3).  The hearing will be held on Thursday, March 2, 2023, at 7:00 p.m., local time (or shortly thereafter) at the Calhoun County Administration Building, Board Chambers 3rd Floor, 315 West Green Street, Marshall, Michigan 49068.  

The proposed Calhoun County ORV Ordinance and Resolution 185-2022 are attached to this Notice for reference, and copies are available in the Administration Office on the third Floor of the County Administration Building.  All aspects of the proposed ordinance and any other information that the Board of Commissioners deems appropriate, are open for discussion at the public hearing.  At the hearing, citizens, taxpayers, property owners, and representatives of affected taxing jurisdictions may be heard with regarded to the proposed ordinance text.  Written comments concerning the proposed text may be submitted to Calhoun County Corporation Counsel, Jim Dyer, Calhoun County Administration Building, 316 West Green Street, Marshall, Michigan 49068, up to the time of the public hearing.
