Materials Management Planning Committee


In accordance with the amendments to Part 115, Solid Waste Management of the Natural Resources and Environmental Protection Act, Act 451 of 1994 (MCL 324.11571) which became effective on March 29, 2023, the Michigan Department of Environment, Great Lakes, and Energy (EGLE) shall ensure that each county has an approved materials management plan (MMP).  EGLE initiated the materials management planning process on January 8, 2024. 

Calhoun County submitted its Notice of Intent to EGLE agreeing to accept the County Approval Agency responsibilities on June 11, 2024.  Calhoun County is now seeking applicants to fill its Materials Management Planning Committee.  The committee will be responsible for creating the Calhoun County Work Program followed by the new Calhoun County Materials Management Plan.  The initial committee terms are for 5-years and the county is given 36 months to complete the new plan.  Applicants must meet at least one of the requirements listed below:

The Materials Management Planning Committee shall consist of the following members:

  • A representative of a solid waste disposal facility operator that provides service in the planning area.
  • A representative of a hauler that provides service in the planning area.
  • A representative of a materials recovery facility operator that provides service in the planning area.
  • A representative of a composting facility or anaerobic digester operator that provides service in the planning area.
  • A representative of a waste diversion, reuse, or reduction facility operator that provides service in the planning area.
  • A representative of an environmental interest group that has members residing in the planning area. 
  • An elected official of the county
  • An elected official of a township in the planning area
  • An elected official of a city or village in the planning area
  • A representative of a business that generates a managed material in the planning area
  • A representative of the regional planning agency whose territory includes the planning area

APPLICATION OF APPOINTMENT

Committee responsibilities listed in Part 115 and EGLE charts.
The responsibilities of the committee include, but are not limited to:
  1. Direct the Designated Planning Agency (DPA) in the preparation of the Materials Management Plan
  2. Review and approve the DPA’s work program under section 11587(4)
  3. Identify relevant local materials management policies and priorities
  4. Ensure coordination in the preparation of the Materials Management Plan
  5. Advise county and municipalities with respect to the Materials Management Plan
  6. Ensure the DPA is fulfilling the requirements of Part 115 as to both the content of the Materials Management Plan and public participation. 
    • Notify the applicable parties of any identified deficiencies
  7. Approves Materials Management Plan prior to public comment
  8. Provides the final level of approval of the Materials Management Plan before it is presented for County Approval Agency (CAA) approval
  9. Review the Materials Management Plan by every fifth anniversary date of the approval of the initial Materials Management Plan
