Purpose
Oversee the County’s Farmland Preservation Program

Membership
Seven voting members who shall be residents of the county and appointed by the Board of Commissioners. Will include: (a) one County Commissioner, liaison or designee, (b) three individuals with agricultural interests, (c) one representative that is an elected official in township government, (d) one individual with real estate or development interests, and (e) one individual representing local natural resource conservation interests.
Members of the County Agricultural Preservation Board shall serve three-year terms, with the exception that the County Commissioner representative shall be designated on an annual basis. The initial term shall be staggered so that one of the agricultural representatives and the real estate representative serve an initial one-year term, another agricultural representative and the local township representative serve an initial two-year term and the third agricultural representative and the local conservation representative serve an initial three-year term. Members may be re-appointed to successive three-year terms by the County Board of Commissioners. The County Board of Commissioners shall have the discretion to remove members for neglect of duty or malfeasance in office or other good cause. Vacancies due to removal or resignation shall be filled for the remainder of a term by appointment by the County Board of Commissioners.

Calhoun County Board of Canvassers
Purpose
Canvassers are responsible for the certification of election returns for all national, state, local and school offices; and is also responsible for conducting recounts for all units of government in the County, testing defective voting equipment and inspecting ballot containers.
Meetings
The Board meets as required to meet its statutorily specified duties and responsibilities. Generally, meetings are called by the County Clerk. The Board Chairperson and Vice Chairperson also have the authority to call meetings.

Membership
Four members. Two Democrats and two Republicans appointed to alternating four-year terms, by the County Board of Commissioners, according to Michigan Election Law.
The terms of the members are staggered so that both parties represented on the Board have one member’s term expiring on October 31 of each odd-numbered year. A member must be a qualified elector of the county and must take and subscribe to the constitutional oath of office. An elected public officer may not serve. If a member becomes a candidate for public office or accepts a position as a precinct inspector, his/her position on the Board becomes vacant.

Purpose
Provides general advisory oversight of the Public Health Department, including strategic input and submission of the annual budget for approval by the Board of Commissioners.

Membership
Seven Members appointed for a three year term by the County Board of Commissioners. The County Board of Health must select a Health Officer who shall possess the professional qualifications established by the State Director of Public Health and shall act as the administrative officer of the Board of Health.

Calhoun County Department of Health and Human Services (DHHS) Board
Purpose
To supervise and provide for the administration of the county’s medical care facility and child care institution; conduct, in conjunction with the state department, an annual review of social service programs operating within the county; develop policy and supervise the administration of social service programs authorized by the County Board of Commissioners or financed solely from county funds or county administered funds; development and administration of employment programs and work training projects; to review and submit recommendations on contracts involving programs administered by the state department proposed to be entered into between the state department and public or private agencies within the county; to act as the agent for the County Board of Commissioners in the development of coordinated or consolidated approaches to delivery of services between the state department and each public and private social service agency within the county; to represent the County Board of Commissioners in all negotiations between the county and the state department and to make annual policy recommendations to the Michigan County Social Services Association on annual departmental appropriations, priorities for utilization of Title 20 funds, eligibility standards for general public relief and burial, employment programs, work training projects and other related issues.

Calhoun County Economic Development Corporation
Purpose
Promote business activity and development, attract and retain business, facilitate development that increases employment and the tax base, and encourage an environment in which the economy can thrive in Calhoun County.

Nine Members appointed for six year terms, staggered, by the Board of Commissioners. No more than three of the members shall be an officer or employee of the governing body and at least two members shall be representative of neighborhood residents likely to be affected by activities of the Corporation.

Calhoun County Hospital Finance Authority
Purpose
The Authority was incorporated for the purpose of lending money to a hospital for the purpose of constructing, acquiring, reconstructing, remodeling, improving, adding to, enlarging, repairing, owning and leasing hospital facilities for the use of any hospital within or without the boundaries of the County of Calhoun, refunding or refunding in advance obligations of a local authority, including the Authority, or the state hospital finance authority, or refinancing the indebtedness of a hospital.
Meetings
Annually on the second Monday of January of each year at 4:00 p.m. or at such other time as may be agreed upon. Meetings other than and in addition to the annual meeting may be called by the Chairperson of the Authority or by any two Commissioners of the Authority upon twenty-four hours written or oral notice to each member of the Authority. The meetings shall be held at the principal office of the Authority; e.g., 315 West Green Street, Marshall, Michigan, or at such other place as may from time to time be designated by the Chairperson or by a majority of the Authority.

Purpose

The Commissioners shall continue to act until their successors have been duly elected or appointed.

Purpose
To prepare a master plan to guide the physical, social and economic development of the county and to promote adoption of such plans by the townships, schools and other governmental agencies.

Purpose
To implement the provisions of Public Act 258 of 1974, as amended, and promote related Mental Health services.

Twelve members. Not more than four members shall be County Commissioners. All members must be legal residents of Calhoun County. No employee of Summit Pointe, Calhoun County program or representative of an agency having contractual relationship with Calhoun County programs may be a member. No more than one half of the members can be public officials or employees. Appointment terms are for three years. Appointment is by a majority vote of the Calhoun County Board of Commissioners. County-wide membership on the Board is considered when vacancies occur.

Calhoun County Veterans Affairs Committee
Purpose
To provide advisory input to the County Veterans Affairs Office to ensure the needs of county veterans are being met, and that voter-approved millage funds, along with other state, federal and local funding sources are utilized strategically to provide educational outreach, emergency relief, burial benefits and other services to veterans..
